Along with Russia's Commissioner for Children's Rights, Maria Lvova-Belova, Putin is charged with taking children from orphanages in Ukraine. Many have already been adopted in Russia.
United States president Joe Biden has called the decision justified. The Kremlin says it is 'null and void.'
