Venezuela’s National Assembly has approved a sweeping reform to the country's hydrocarbons law that would affect foreign ownership rules. The legislative move comes as Caracas and Washington negotiate new terms for oil sales. The proposal was formally submitted to the assembly by interim President Delcy Rodríguez.
